Shaun’s parents, however, have been worried about him for some time as they feel he is developing at a slower rate than his siblings did. This view is supported by the nursery teacher who has confirmed that Shaun’s language is significantly less developed than his peers and he only has a repertoire of a few key words.
The educational landscape has changed considerably since the Education Act of 1944. Merely providing a school place for children with special needs is no longer acceptable; the quality of that education has to be second to none. MODELS OF DISABILITY AND THE ROLE OF SPECIAL SCHOOLS If large numbers of children with SEN are in specialist provision, we need to ask why. This has resonance for the very young child with a disability, whose future may seem to be firmly placed in a specialist setting. The answer to this question might lie in the dominant position of the medical model.
Fortunately the concept of education for all is a right that is enshrined in law at local, national and international levels. Issues regarding the inclusion of children with SEN are ongoing and often controversial, highlighting the evolutionary nature of this debate. However, we must not lose sight of the fact that in the recent past, many of the children at the centre of this agenda were deemed ineducable. Scholars must recognize the nature of these advances and place the current arguments into this wider historical perspective.
